There's a disguise kit that can change the team you appear to be on in Team Deathmatches by changing your uniform and name color to match that of the enemy.

Does it change to the servers team outfit? Like if your a robber will you look like a cop?

The ability to change peoples' names like in that picture was removed in about v11.
