Downloading every addon would unnecessarily eat up all of the bandwidth we have and probably benefit you very little. If you download JVS, team fortress weapons, tier tactical, kaje's vehicles, and a few other core mods you'll have 90% of what everyone runs anyway and download times will be negligible.
If nothing we can say will convince you not to download every add-on, then please talk to Ephialtes first. It may be possible to get a dump of the RTB addon database on one or more DVDs but you'd have to arrange that yourself.
Don't try running them all at once obviously.
