Yes there is Flood Protection. It used to be able to be disabled in RTB Server Options. But now it's gone. Flood Protection is just to keep people from Spamming Chat. Like it sometimes says "Do Not Repeat Yourself". It delays your chat for 10 seconds. Nothing to worry about.
