what program do i use to make prints/decals,faces

Photoshop ideally, but if you can't afford it (it costs), you can use Paint.net or GIMP.
Image size must be a multiple of 2, the best size is 512x512 pixels. The thumbnail must be 64x64 if I remember correctly.
Save the image as a Portable Network Graphic (imagenamehere.png).
Please do not make them using Microsoft Paint, it is not capable of transparency and produces low detail output.
