My internet explorer keeps launching itself and causing popups

I can't figure out why this is happening so I'm running a full virus scan with avast, I think it might have something to do with steam but I don't know. It got really annoying when it launched while I was playing oblivion and it cause my game to crash.

I use windows and so it was already installed and also doesn't steam use I.E. so don't I need it?

It doesn't anymore.  It now uses webkit so it runs on Macs.
