What exactly do you mean?
I'm sure there's a way to create vertices, but I can't remember the hotkey...
You could select a preexisting vertex and press shift+d to duplicate it.

edit: ok so tried that, only problem is i cant extrude it regionally or whatever

Extrude vertices until you have what you want. Then crate a face between at most 4 vertices with F.

Ctrl R (I think) creates some nices lines fpr lotsa your needs. :D
