Cant Install My Colorsets

The tab for changing color sets doesn't appear, and I need to use Truenos Color-set for my City RPG, otherwise the resource bricks are invisible, ,yet working LOLz. But seriously, what should I do?

No, i tried installing that, but it wont work....

You're obviously placing it in the wrong place

It worked the next day after I posted it woulldnt work, i guess i downloaded the wrong thing at first.
