Your tires have no traction because you're probably using a keyboard and giving it 100% throttle (there's no traction control), and you're probably in automatic. Tap Q to switch transmission modes, and use a wheel and throttle.

i tried f# keys and it doesnt move a winch (BWAHAHAHA)

Press X to turn on the battery, and hold (button here, I forgot what the default is) for the ignition; if you're in manual, you'll need to hold down the clutch as well.
Some trucks just take forever to start.
