RTB "Downloading Content"- Not Working.

Okay, so, a RTB crash happened about 2 days ago as you may know about, and everybody was going on about it on the IRC Client. As i'm talking to my friend PepsidudeOH on the microphone on STEAM, He tells me to get a bunch of add-ons and what not, as he said RTB went back online. I check the mod manager, and it stays at Downloading Content......
My friend gives me the link to the RTB website.
HTTP 404 Not found.
I'm pissed off at the fact i try to play a game that is refusing to respond.
If anyone could help, any would be appreciated.
ADDITIONAL DETAILS: On the top of the window it says: Mod Manager - Logging In....

Blockland randomly put itself in Offline Mode.

I'm forgetin scared.

I gifted him Blockland, and his key was sent to the same e-mail used for my own, could that be creating any issues?

Given that both RTB and Blockland work fine for everyone else, I'm going to assume it's a firewall issue on his computer.
