Addons download in reverse alphabetical order.

There's a debunked myth that for loops work significantly faster backwards (well, maybe they do in Torque...), so that's probably why.

Also, new maps always download last.

What I've noticed is that after you've downloaded all the add-ons it says "Loading Objects" and I believe that is the last part of the download before you spawn, unless you don't have the map.
