I am working on making a city RP and cannot figure out how to event the lots. I know how to make people buy them but do not know how to make people be able to build on only the lots they buy. Is there a setbrickownership event of some sort? Or some way to do it? Help is appreciated.

Yes, there is a setbrickownership event in RTB. Or you could wait until RP Real Estate.
