Very. Ram needs an upgrade but I would upgrade the CPU first. Dual core would do very nice.

Edit: Also vid card specs with motherboard if possible?

Intel video cards SUCK. Dell motherboards are meh. You probably should just get a new computer all together.

Getting Windows 7 is kinda pointless if it will run slow on your computer. Windows 7 calls out a lot of resources.

Mine is worse.

Windows 7 32bit and anything except Vista Home Basic have the exact same system requirements and W7 has better resource management, so...

And surprisingly TF2 runs very well.
