Yes, you could order by phone, but you'll end up spending a lot of money.

EDIT: The order by phone I mentioned is only for local availibility and pricing, but I predict that you can only get one in the british isles.

Do you have to pull back the bolt if the gun is completely empty, like in COD? Or is it more video game logic?

That chambers a new bullet.
If there's still a bullet in it, you wouldn't need to eject an already loaded bullet to put a new one in.
