1 person was an exaggeration. A small group of people actually partake in that stuff, and decent normal people happen to stand by while doing it. That's my theory at least. The way I see it, it's possible it could be that, it could be that Japan is the only country with a sense of humor (lol), or maybe all those weird happenings are only in a single city in Japan.

Most likey, race isn't what makes a weebo. The culture is what makes it. Growing up in the U.S. is completely different than growing up in an Asian influenced area, so of course weebos from the U.S. aren't going to completely understand Asian culture. It makes them look awkward. That's a weebo: someone being ridiculous trying to pose as something they can't understand.
