Resize Picture help

Does anybody know how do I resize pictures?
I want this picture resized to the avatar size so I can put it in my avatar.

For some reason the Trans one is a pixel larger. I'll reresize

Sorry about that. Must have happened when I loaded the image.
Edit: Actually, both of them are just 1 pixel out. Odd.
