A weird 15-second-freeze when starting a server

Recently I noticed when I start a server, it takes, like 15 seconds just to boot it up. Is there any way to reduce this time?

It takes me 1 full minute even with no add=ons.
So I don't think so.

Takes me about 1 min with 2k datablocks, and my computer fails. Gawd damn if it takes you over 3 minutes that's a fail.
