You can buy them in America too. I live in the northeast and I occasionally see people wearing them here in the winter. Wear it without the pin and the flaps down and most people won't think twice about it. It's also commonly called a Russian fur hat in the US.

My brother bought his off of ebay and it came from Moscow in a brown paper package with string from much like you described it. My guess is there's a guy who buys all of these black caps in surplus and then buys the pins from a factory in bulk for like 10 cents a pin and then sells them off as actual soviet ushankas to silly westerners.
