This is only the second that Levine or whatever his name is, is working on. Bioshock 2 was made by different peoples.
Interestingly, my design teacher was showing us the general design document from when the original Bioshock was first pitched. The story completely changed into what we know now, but this new Bioshock seems to be using the same story from the pitch of the old one.
