I have a spell called 'Cloak' which gives 75% chameleon and I've went around to all the guilds and none of them have any (Excluding the bravil guild because it's destroyed)

You have to get into the Arcane University and find the spell making altar.

I'm not sure if they're only in the Arcane University. You could probably break in (not sure how) and find one if you don't want to go through the trouble of becoming a member.
