Scripting and modeling, both require skill.
modeling is of core the model of your add-on.
scripting is the part of the weapon that makes the gun/car/AI/ do what they do.
and animation, which is I'm guessing you know what that is.

Modeling-you can use Blender or MilkShape 3D
Scripting-you can just edit the scripts in other addons to what you want them to do and put them in your addon file

Be specific. Omg it's so simple! What do you want to make? What's it do? What'll it look like? Keep this in mind when asking how to make addons. If you just ask how to make addons, no one will really help you step by step if they don't know anything about what you wanna do. All they can do is recommend programs for modeling and tell you to learn how to script.
