'color manager' Button isnt there?

So Recently I've had trouble with getting color sets to work..  I turned to the forums and I was asked if I had activated it.  I asked how to do this, I was told through the Color manager button on Start server?  Isnt there.

For the love of...you don't have RTB?? ...-_- it is only the greatest system on blockland, with server options, color manager, and the ability to dl addons in game.
