It was a program called PC performance lab or something like that which was able to scan your hardware and see how well you could run PC games. Help?

No idea, but I do remember something like that
in the mean time look up the requirements and look them up yourself

Depends on the game. The website just detects if you meet the minimum and/or recomended specs and the specs is determined by the company.
