Can You Clock Steam's Download Speed?

I want to clock my steam's download speed at 500kps instead of 1.5mbs so I can download something while nobody in the house who's playing a game doesn't lag. Is there anyway I can go about doing this?

Click Settings
Click "Downloads + Cloud" tab

Use 56k modem and use region farthest away.
