I would really like to get into drawing cartoon-like characters, scenes like the guys who made Ren and Stimpy and Superjail.
So.

1. What hardware and software should I obtain
2. Does anyone know of good tutorials?

1. PaintShop. (Or Paint.net, if you're new to this)
2. Read comics.

Draw something small but nice everyday.
Drawing doesn't just pop up your ass in one minute,learning to draw alot better will take months-years.

If I were you, I'd just try and study the style--no, this does not mean taking notes and stuff (although that's not a bad idea) just draw stuff in that style, or try to. Just keep trying. :P
I personally own a Bamboo Fun (Wacom) tablet. It's really nice, and not that expensive.

I use SAI and find it to be reliable, but I'm not sure what others' opinions on it are.

I also own a Bamboo pen & touch, but I'm under the impression that the Bamboo Fun is better due to a larger workspace. You can get Bamboo (or other series') tablets here.
