There is a Way to connect 2 dedi servers together With the same mods on them so players can seamlessly go from 1 part to another. for Ex one server will be the top of the city and the 2nd server can be the sewers and the player just walk into each one and not even know there on a different server. Its possable  i just dont know how?

why would you need to? you can place the different areas far away, and just use teleports
