Generally, when a person advertises their own server, they allready have it up and running as well as a plan for it.
I would suggest that you actually start your server, plan to do something, start and then see if people are interested in it.

Unless of course you're requesting suggestions for what to do on your server.

That is far from being any sort of good thing.
Free Admin servers promote a lack of control on the server as everyone has power and is untrustworthy.
No one wants to go to a server where they may be banned/kicked for saying something to one person who didn't deserve Admin, or by someone who's being abusive.
Do you really want to attract more people by giving them the power to destroy other peoples stuff, ban/kick members mercilessly and cheat their way through anything that comes up?

Remember, Admin is an empowering status that is supposed to be used to keep servers running smoothly.
It's not a toy that you should willingly give out to anyone who would even think of mis-using it.
