Probably brown townog equipment; they've had number stations every since the 40's/50's.

I saw those last month and did a ton of research on this subject.

What I can tell from this recording:


The ice cream music (crying of scary, anyone?  ) was a simple audio test to make sure it's working.

The message codes is probably a message to spies or the government talking about plans.

It was intercepted most likely by American spies, where it was leaked onto the internet...
