Why not have like, an RTB Developers club where you can subscribe/donate/some other payment option and you get more access to API and whatever else modders use that you can offer

That's essentially what you'd get if you paid anyway.

The only things non-paying people wouldn't get are things that increase my bandwidth and disk usage, and I think that's fair.

I won't ever pay monthly for a game, ever.

I would pay $20, maybe $25 for this though. It supports a good cause and I've been around a while and RTB is the only thing that has been constant, next to Blockland.
