Most of the whining about this is just about being able to look at your stuff. It doesn't mean that the government will look at what sites you visit, but it means that they can look at what sites you visit. My understanding is that it's like someone going into your home and looking at your history because they got a tip that you had child research. To my understanding, it's basically "if you're doing stupid stuff, the government can watch and promptly arrest you." What else does this do? Is it just that the government could possibly look at your history/chatlogs/whatever?
It's more than that. It's the fact that this will infringe on every human's basic right to privacy. The government currently has no right to look into what we're doing on the Internet, whether legal or not, and so they're justifying their cause with "we're only looking to make sure you're not downloading anything illegal." While this is a good thing, because it should greatly decrease piracy rates, it means that they look into
everyone's Internet activity, whether they're performing illegal actions or not.
It's like wire tapping, only on the Internet.
I'm not really sure what you mean by "bypass proxies".
A proxy completely hides your IP address and replaces it with something completely different, entirely hiding the old IP.

I know how proxies work, I just didn't say that correctly. What I was trying to say is that they'll find some way to make proxies illegal, and some way to prevent loads of proxies from being created in the first place.
This is the dumbest thing I've ever seen in an attempt of anti-piracy. Not only does it violate your privacy but it means that if the government suspects you of holding illegally downloaded content on your hard drive, then they have the automatic right to confiscate your computer.
Not to mention putting you in prison and/or hitting you up with massive fines.
