The only thing I can think of is that something is broken/about to break.

If it help at all, You should run an Anti-Virus, also, if you have any, see if the keyboard works on any other computer that has that plug. Your computer could be crapping out.

Problem: i can't select safe mode without my down arrow as far as i know

i already have Malwarebytes though and i'm running avast now

Do you have a wireless controller? I'm not sure if that would work, though. I think the computer needs to pass all loading screens before a controller can access it.
