Not any like MSpaint and suck where the lines are either choppy or drawn exactly the way you draw it.

I mean a program similar to flash that smooths out lines

You can draw on it, although you can't do like anything super fancy. You can still make some pretty cool things on it though.

A program called Photofiltre (That's not a typo) is pretty good, it has a lot of settings and features. Plus its completely free.
