I'm pretty sure Badspot has never made a single hat. I am anticipating the reply that I know will follow. To that, I tell you, they are not add-ons, they are part of the player model.

Closest things to hats as of recent is you should look up either Simplewell Hat System, or a slash command hat like the Headcrab Zombie for reference and go from there.

Making hats is easy:
Make a hat model and mount it using a servercommand to the clients head
