In your inventory? Sometimes the minigame glitch occurs, I apologize but I have no clue at the momment what mod/add-on is causing this. If it happens, you have to Self Delete and wait for the round to end. Not that much of a big deal.

Minigame Glitch prevents you from opening your inventory period. Also there is sometimes up to 32 people and it leads to a big pain waiting for a rifle. The spawn room is already cramped and the current shelf couldnt fit many. also, I did have quite fun as a tank but sadly thats over. Normally when I host this I'm afk since it requires not much work.

to get out your tools, you could use scrolltools(1); in the console to pull out slot 1, to fix the glitch somewhat, and then when the round resets you can use tools normaly

You can't set how many people are on one team you can only control the ratio such as 2 people to 1
