Steam Problems

Well, it's not actually downloading it, it just sometimes appears on the downloads list as a paused download.

Also, the steam taskbar icon is sometimes highlighted like it's downloading something.

I think it started doing this after the Half-Life 2 source engine update.

If you're on 7 and it's green, its downloading something.

If its yellow, its "suspended" which it does really randomly or when you play a game on Steam while downloading.

I don't know why but every once in a while when it downloads an update it'll get to 99% then just stop and go suspended for no reason.

STEAM never closes any Source engine games after I hit "Quit". They continue running in the background and usually have the GameOverlayUI running too; when I close them, STEAM pukes up an error about SteamStartUpError:1 when I try to run a game. I have to close STEAM using the task manager because "exit" leaves it running in the background for like 15 minutes before it closes.

Since Eksi is in team fortress, you may have said something bad to Eksi. Or Squideey hacked you and left evidence pointing to Eksi.
