There are two things I need.

A cheap, but still good, Chroma-Key background.
I'd rather it be good than cheap though, btw.

And, preferably free, Chroma-Key software.
If the background you suggest comes with the software, this part can be ignored.
Unless the software sucks.

But, I'd like to know where I can get free Chroma-Key software anyway, to take some pictures in BL.

for films, Sony Vegas or after effects. for photos, edit it out in photoshop. But use a white background instead to crop it out. Your choice.

a green or blue screen will give the best effect when editing

You can get cheap green/blue screens by buying a huge square/rectangle of bright-colored fabric from Joann or somewhere similar.
After effects is my favorite program for video editing, whether it be motion tracking or chroma-keying.

Not free, but Sony Vegas has Chroma-Keying, and it's pretty damn good. I used it for a scene in my new YouTube series. :D
