You can get cheap green/blue screens by buying a huge square/rectangle of bright-colored fabric from Joann or somewhere similar.
After effects is my favorite program for video editing, whether it be motion tracking or chroma-keying.

Are you talking about a greenscreen, as in those things they use as a backround in a movie? If so, then just google it. I don't think they would be selling one one ebay, but I'd look just to make sure.
