Isn't that just an address from one of their IP pools?

Could be, I just ran a line quality test and that's what came up as the only server to drop packets during the hop.

And I know diddily about all this.

It's a fault with Comcast's servers I'm guessing. You should either yell at them which probably won't do any good or switch.

I suggest Verizon FiOS. Expensive but fast.

But anyway, the packet loss stops when I restart so it could be my modem or something, no clue.

If it stops when you restart your computer it then I think its your network adapter in your motherboard or computer.

Mine's some built in intel one, is there anyway I could manually restart that piece of hardware?

Nevermind, I tried disabling it and re-enabling it but that didn't work.

Do you have a 2nd computer or laptop you could test with? If so see if you get packet loss on it.

Nope, just this desktop.
