If you can't figure this out on your own you will never be able to do it.
That was the first way of making addons. Now, the second way:
-look in your addon folder
-study one addon
-make it using the same structure
Notes:
.dts = Torque shape (3d model)
.cs = Torque script file
.ogg = ogg sound file
.dif = 3d model (usually for maps)
.ter = Terrain file (for maps)
.mis = Lighting mission file (for maps)
