Agreed. Calling something abusive is just a simpler way than describing the actual problem.
A host has to make a conscious effort to download said addon. Most hosts then go on to host a TDM or a Fort Wars or something, and are either too lazy or too stupid to turn off the addon. Their server then degrades into stuff as every player uses that addon while other players call the addon abusive.
The creator of the addon probably knew how over-exaggerated the features of his addon were when he made it. It in fact was probably the reason he made it. It is the fault of the host for not realizing this and turning it off. Therefore, the host is abusive, not the addon.
