Hey, I turned level 16 five days ago, I finally can learn 'Drive'.

I'm a hacker and unlocked 'Drive' at 13. I'm not supposed to until I'm 17 though.

Lies. Cooking, like all other skills, starts at level one. It basically starts when you can make simple things, like PB and J or a bowl of Cereal.

Being in a Cullinary Class (Like me) increases the rate that your cooking skill levels. So unless you spawned at level 0 holding a perfect 5 Star Quality Souffle, I doubt you can have that high of a cooking level.
