for a new comp like this i wouldn't pay more then 500 bucks.
in fact it would more likely be a laptop, because its such a minimal comp.

custom built piece by piece, you could make that comp for 350 maybe. still using new parts as well.
but you gotta be good at finding parts.

i would be careful getting a cheap comp. sounds like you want gaming.
that comp would already be years out of date, meeting a few game's minimum requirements wont be satisfying.
save the extra 300 bucks and get a comp that can play both old AND modern games.

gmod is JUST half life 2. thats it. half life 2 is basically an old game. looks ok, but i wouldn't consider it a high graphic game anymore.
oblivion likely wont run with high settings on a 400 dollar computer. no matter what parts you use.

and if you ever have plans to play modern games at all. you need DX10 now.
even if it is JUST a 500m video card. DX9 era is far behind.

DX10 capable hardware requires 64bit OS (i believe, at least to run normally well)
and that means all around slightly better hardware then you are willing to pay for.

i only bring this up because you clearly show interest in being more then a casual gamer.

the ONLY reason to custom build a computer, is for gaming.
any other type of computer user can just go to best buy and get an average comp for a decent price.

i would never spend less then 800 bucks on a new (even custom built) gaming computer. it wouldn't even game otherwise.
these can at least play 90% of games at max basic game settings.

hardcore comp gamers want $1500-$2500 computers
can play any and all games at 150% graphic settings.
and are future proof for few years of running new games.

and i certainly wouldn't ever touch a processor that cost me less then 300.
thats if i was desperate and REALLY needed to budget myself for some reason.

anything cheaper then that wouldn't even play games well.
