In computer FPS depends on how fast your application/program is running if it runs at 100 its running with no framerate drops at all.
But if you want it your way keep it your way.
Both of your definitions of framerate is right, but Jorici's is more descriptive. And by the way, framerate drops can happen if your running at 100 or at 10.

That would make it slow down. That is more than the human eye can see a second. I call bull.

The most a humna eye can see is like 60-70 I think.
A computer is not a human eye, nor is any of the parts you're concerned about.

You don't know what you're talking about.

I was able to run a singleplayer GMod server with a 3.0 GHz Pentium 4. A quad-core doesn't even utilize all the cores available when running a Source game. You don't need a super-powerful PC to run GMod well.

Also, it's not 100 FPS. It depends on your monitor's refresh rate, which is commonly 60, 72, 75, or 120 Hz, so if you have a 60 Hz monitor, if it was running at 0-59 FPS, it would be noticable (probably not as much near the 30-59 mark). If it runs faster than 60, you won't notice it, because your monitor can't let out more than 60 frames a second.

No, like I said earlier, I had a frame rate of 25-30 FPS. So shut your mouth. And a good graphics card could be around 200.
I have a macbook and I get 80.

This says a lot about intel cards.

I have 150GB of my hard drive used, and I only have 100 GB left. Could that be the problem?

Only see the Intel Graphics Card as a problem there. My processor was 1.6 ghz and it ran smoothley.

Your problem sir is you dont have a strong enough graphics card so you force your computer,quad core processors are best for gmod so your still forcing it.
A good graphics card would cost around $500 dollars and the processor,well I'd say $400 to $600 and turn off your computer every day or your power supply will get over heated and its performance will get worn down.

Naww, I ran Gmod at like 100 FPS on an NVidia 8400 GS graphics card for like 75 bucks, and a crappy Intel Celeron 1.6 Ghz Single Core Processor.
