A few effects, and some vector stuff. Outcome was kinda good, btw. here's a version with more "orange".

Well, basically first I took a gradient from #FFFFFF to #FF0000, then I used Twist effect with very low quality and amount/direction of around 18. Then messed around (for long) using Paint Brush, Line/Curve and some more gradient.

It looks like you took a picture of a city/car at nighttime and then used some tool to distort it into a circle.
