How do I make a dedicated server on v18?

 I am asking this for my friend.  He has been banned for awahile now and he needs help this one time so I am asking for him. I work on a server with him however with v18 he has no idea how to create a dedicated server because cache.db is locked. How would he go about creating a dedicated? Could he just move the two dedicated.bats to another folder? He thinks that if he does that then it won't save his last configuration from his last regular hosted server. We need help we want our server up on the 31 and it has to be dedicated!

If you only have one computer and want to run more than one copy of BL on it, you must have 2 BL installs. Simply copy everything from your BL folder into a new folder. Then start the server in one install and the game in another.
