I really like this effect, you need to blur the upper and lower parts of the object or picture you are looking at to acquire it.

I can understand not knowing what Tokyo Tower looks like, but not recognizing St. Peter's Piazza makes you a bad christian/cigarette who knows nothing of Western culture.

you probably need to move the unblurred point back a bit and mess with the vibrance/saturation so it looks like plastic

I like it but it would be better if the ground under and around the tower wasn't blurred

It doesn't work too well on images that look up towards something.
