you can just make a copy of sa outside of the steam folder somewhere (which is legal i'm sure) and just downgrade the .exe from there and mod that one
i did that before for MTA when i played it stufftons with zoneark and the rest of the fatys

As much as I have read, the V3 isn't downgradeable, but don't worry.
