I bought it the moment it came out on PC, its not illegal or anything I think Valve doesn't have the legal rights to sell to Australian's after they had to reship it. You could probably find it in a store somewhere.

You can. My friend gifted me a DLC for Just Cause 2 that wasn't available in North America at the time and it worked.
