In IE there's this annoying virus "Antivirus 2009".

The people who are giving you these virus like "YOUR PC IS INFECTED BUY THIS PIECE OF stuff ANTIVIRUS..." are hired people by companies sometimes, which advertise stupid stuff in a illegal way.
Or they are just scammers.

Also, can someone PLEASE help me? i've pressed F10 before start up but it pulls this BIOS crap i dont understand and F9 just opens Accessiblility Controls. Please Help.

Most have it desactivated since it uses a load of space.

Try changing the name of IE. It could have just blacklisted the internet browsers by their name.

Okay, when you boot up, you'll see your computer's manufacture's logo. Right after that goes away (before the Windows logo comes up) press F8 like there's no tomorrow. Then, boot to safe mode when prompted. Once you've booted into safe mode, install Malwarebytes, Superantispyware, and Spybot: Search and Destroy and do a fully scan. Then remove all. Done.
