My main goal here is to play Starcraft 2 On Highest Settings.
Based on this information I can tell you now you have no hope of meeting your goal. For under $50 you will not be able to get a graphics card that runs SC2 on Max settings. Also, SC2 relies VERY heavily on your CPU, so even if you could afford a graphics card that handles SC2 on max, you CPU would cause you get to get massive fps drops during large battles if it is a single or even dual core processor.
