Dedicated server won't work

I've been trying to get my dedicated server to work. When its done Executing the add ons, it never shows up on the server list. Anyone know how to fix it?

didnt work, or the computer in the tutorial was just too old. any better tutorial the same thing but with vista?

I followed that exact tutorial with vista. It's not outdated at all.

I might of looked at it wrong or something, i just couldn't find the thing in the control pannel, ill try it again.
